The Ministry of Energy Transition and Water Transformation (PETRA) will roll out the Solar Accelerated Transition Action Programme (Solar ATAP) on January 1 2026, replacing the Net Energy Metering (NEM) scheme that ended in June 2025.
Solar ATAP maintains the idea of allowing users to offset surplus electricity exported to the grid but introduces changes to make it more attractive than the existing self-consumption (SelCo) scheme. A major update is that businesses can now install systems up to 100% of their maximum demand, giving them more room to optimise their solar output.
The offset will be based on the market electricity price, following a similar approach to the former NEM NOVA programme, ensuring long-term financial sustainability. Full registration details and guidelines will be available from December 1 through the Energy Commission and SEDA Malaysia.
This initiative forms part of Malaysia’s push to achieve 70% renewable energy in electricity supply by 2050 and to encourage broader adoption of rooftop solar.
