Effective from 1 January 2026
The Energy Commission (ST) has published the new guidelines for the Solar Accelerated Transition Action Programme (ATAP) on its official website! Solar ATAP is Malaysia’s new rooftop solar programme for businesses, replacing Net Energy Metering (NEM NOVA).
This guide explains how Solar ATAP works for non-domestic consumers or commercial and industrial users.

Who Is Eligible?
Businesses can apply for Solar ATAP if they are:

  • Existing TNB non-domestic customers
  • Operating from single-tenant premises
    (Multi-tenant buildings are not eligible)
  • Not currently under NEM, or have terminated their NEM contract

System Size & Capacity Limits
For non-domestic consumers:

  • Solar system capacity can be sized up to 100% of the site’s Maximum Demand (MD)
  • Maximum system cap of 1 MW

This allows businesses to design systems aligned with their actual electricity usage while avoiding over-export to the grid.

How Energy Export & Bill Credits Work
Solar ATAP is designed around prioritizing self-consumption. Any excess electricity not used on-site will be exported to the grid.
Export Credit Mechanism

  • Exported energy is credited based on the Average System Marginal Price (SMP)
  • Credits are applied to offset energy charges only

Key Billing Rules

  • Credits can be used only within the same billing month
  • Unused credits are not carried forward
  • No cash payout for exported energy
  • Credits cannot offset:
    • AFA (Automatic Fuel Adjustment)
    • SST
    • Other non-energy charges

Export Limits (MAQ)

  • Energy export is capped by the Maximum Allowable Quantity (MAQ)
  • MAQ is calculated based on:
    • Installed solar capacity
    • 5 sun-hours per day
    • Number of billing days in the month

This cap ensures grid stability and limits excessive export beyond site demand.

Technical & Compliance Requirements

  • Solar system must be installed behind-the-meter
  • Regulatory approvals may be required depending on system size and voltage:
    • CCC / CAS / PSS
  • Any grid upgrade or reinforcement costs, if required, are borne by the applicant
  • Battery Energy Storage Systems (BESS) are permitted under Solar ATAP

Programme Duration

  • Solar ATAP contracts are valid for up to 10 years
  • After the contract ends:
    • The solar system continues operating under self-consumption only
    • Export and bill credits will no longer apply

Application Process

  • Applications must be submitted via the SEDA eATAP portal
  • Application fee: RM7.50 per kW
  • Commercial Operation Date (COD) must be achieved within 18 months from approval
